BUILDING POLICIES AND PROCEDURES

Welcome to Prairie Avenue Lofts! Here at PAL we want to make our living environment a safe and comfortable place for all residents to come home to. The best way to do that is for all residents, owners and renters, to be aware of and in compliance with our association policies and procedures.

The list below highlights the most frequently asked questions for quick reference, but it is each owner’s responsibility to read the full PAL Rules and Regulations. Owners who rent their units are also responsible for ensuring their renters are made aware of our policies.

Garbage & Recycling

Trash closets on each floor contain a trash chute and two recycling bins. The bin on the left is for glass, plastic and aluminum recyclables; the bin on the right is for cardboard and paper recyclables. Only trash in tied garbage bags should be sent down the trash chute; any other trash not in a tied garbage bag should be taken directly to the Dumpsters in the garage. Please do not leave items on the floor in the trash closets.

A recycling bin is available in the mail area for paper recycling material. This bin is not to be used for regular trash or pet-related trash.

Dumpsters are available in the garage for disposal of larger items. Please note: Owners should not be leaving items that regular scavenger service will not pick up in or near the Dumpsters, such as furniture, electronics or appliances. It is the owners’ responsibility to pay for the removal of these items, not the Association’s. Owners who wish to dispose of big-ticket items may coordinate through Phoenix Rising to have these services pick up their items and will be charged accordingly.


Moving & Deliveries

All moving in or out of the building—for renters and owners, as well as large deliveries—require coordination with Phoenix Rising prior to the move-in/out or delivery. At least 48 hours' notice is required. For move-ins/outs, a $500.00 deposit of which $250.00 is refundable is required to provide security during the move and to ensure that common areas are not damaged. If damages occur during the move, fees to repair the damage will be paid from the $250.00 refundable deposit. All moving and deliveries are to be done via the freight elevator. Phoenix Rising will arrange for the freight elevator to be padded, as well as have security available during the moving/delivery.


Parking

All parking spaces in the garage, including the first floor, are owned. Owners should not allow friends or workmen to park in those spaces. These cars will be towed and fees charged back to the offending owner associated with the illegally-parked vehicle.


Pets

PAL welcomes pets. However, owners are responsible for their pets, and we ask that they fully comply with the Rules & Regulations associated with them:

  • Pets should always be on a leash when in the building garage, hallways, elevators or common areas.
  • Pets should only ride in the freight elevators. If the freight elevator is locked, pet owners and their pets may use the passenger elevators.
  • Pets should not be allowed to relieve themselves on the building and/or the building landscaping.
  • Pet owners are to dispose of excrement outside of the building; no indoor receptacle should be used.


Balconies

Balconies are considered common area elements, and as such no additions, remodeling, painting, or alterations may be made to the balconies without explicit approval of the PAL Board, per the Rules & Regulations. The following restrictions are in effect for PAL Balconies:

  • Charcoal grills are not allowed per PAL Rules & Regulations. Gas and electric grills are allowed.
  • Propane heaters are not allowed per the City of Chicago and PAL’s insurance.
  • Radio/telephone antennas and/or satellite dishes are not allowed per PAL Rules & Regulations; however the PAL Board has made available an exception to this restriction. Owners who wish to erect satellite dishes will be allowed to do so via a liability waiver for any damage that might be caused by the addition.
  • Bicycles are not to be stored on balconies and nothing between any balcony is allowed per PAL Rules & Regulations
  • Balconies are considered limited common area elements, and as such no additions, remodeling, painting or alterations may be made to the balconies without explicit approval of the PAL Board, pursuant to § 6.03(b) of the Declarations and Bylaws.

The PAL Board has made available the following exceptions tied to balcony adjustments:

  • Owners who wish to erect radio/telephone antennas and/or satellite dishes will be allowed to do so via a liability waiver for any damage that might be caused by the addition (Satellite Dish Waiver).
  • Owners who wish to sand, scrape and/or re-paint their balconies can do so provided they comply with the guidelines for materials and color (Balcony Repaint Waiver).

Owners interested in these or other adjustments not allowed by the Rules & Regulations should complete the applicable waiver and return to our PR Community Manager. Please note: Without signed approval from the PAL Board, owners will not be able to take advantage of these exceptions. Violations will follow the standard escalation and fine structure.


Management Services

The following services are managed by Phoenix Rising Management Group, LTD. Questions or issues with the below should be directed to our Community Manager or the appropriate Phoenix Rising (PR) department as noted.

Client Information Form: Please fill out this form and submit it to PR Owner Services when you move in, and whenever you have changes to your contact information or when you have a change in renters. You may download the form as a Word doc or a PDF.

E-mail Distribution: Phoenix Rising maintains an e-mail distribution for any owner notifications and regular property management updates. Please contact our PR Community Manager if you are not receiving these emails.

Complaints: Any complaints about the building or other units should be directed to our PR Community Manager.

Automatic Debit: You may set up automatic debit to pay your monthly assessments. Please note that any changes to the debit amount (for late fees, additional services, etc.) must be requested by the owner via e-mail to PR Accounting.

Move Ins and Move Outs: All moves, for owners and renters, must be scheduled with PR Owner Services with at least 48 hours' notice. Moves cannot be scheduled for Sundays. Please see the Moving page for additional rules and procedures. Elevator reservations are on a first come, first serve basis

Deliveries: All large deliveries should be scheduled with PR Owner Services at least 48 hours' notice in order to coordinate use of the freight elevator and security. Elevator reservations are on a first come, first serve basis. Please schedule with Phoenix Rising before scheduling with your movers.

Door Security Directory: To have your name added to the directory, please contact PR Owner Services. When someone dials you from the directory, press 9 to let them in. The building monitor is on Channel 95.


Building Amenities

Bike Room: In early 2011 bike storage will be re-evaluated in its entirety to determine the building’s capacity for bike storage and the most efficient way to assign/manage the bike rooms. Interested owners may work with Heather Kiepura on this effort.

Cable: Basic cable is currently provided to all units by RCN. Starting in 2010, cable will be broken out evenly across units as opposed to percentage of ownership and will be displayed as a separate line item in the monthly PR statements. Please note that the existing RCN contract expires at the end of 2011. PAL will be investigating whether entering a new building-wide contract makes sense, or whether cable should be an individual owner responsibility.

Conference Room: The conference room on the second floor may be reserved for free by owners on a first come, first serve basis. Please contact our PR Community Manager to schedule.

Fitness Room: The fitness room is accessed through the first floor garage. Several suggestions to revamp the fitness room have been made and interested owners may work with Ryan Curry on this effort.

Storage Cages: Storage cages are available on Floors 3-8, with each unit being assigned a single storage cage. Storage unit locations and associated keys should be exchanged when taking possession of the unit from the previous owner. If you are not aware of your storage cage assignment please contact our management company. Items placed in an unassigned cage will be removed and discarded.

Storage lockers on Floors 9-11 are owned by PAL and are rented. At this time no lockers are available for rent.
